Spots

I have this mysterious spots all over my wheel wells and lower body. It almost looks like I ran through some paint, but I know that is not possible. The only thing I know that removes it so far is some product I got from home depot to remove tape residue from windows. When I remove it streaking does occur sometimes. Picking at it with a nail or finger usually will not remove it. Bug and Tar remover has no affect on it.





Suggestions?
