After returning from back to back road trips of 2K and 1K miles, I spent a lot of time today cleaning my new black car. Managed to get all of the bugs off, but there is a raised spot in the middle of the hood that defies all of my efforts:

I`ve tried bug&tar remover, mcguiars scratch remover, light polish buff with my porter cable, fingernails, clay, WD-40 and elbow grease. None of these had any noticeable effect in removing the spot. It feels hard and raised to the touch, I am worried that it might be cement or something similar.
Does anyone have any suggestions for other cleaning options to try? I`m almost desparate enough to take a putty knife to it :(
