Difference between hook and loop and urethane backing plate?

Is there a difference between a urethane backing plate and a hook and loop one? I am looking at ordering a 7424/7336 from coastal or detailers paradise.. I see a urethane backing and some pads for a combo at DP, so thought I could order them both there... help! :)
