The rotary is like a direct drive pad - spinner. Picture putting a pad on the end of an electric drill - that`s what you get. High potential for damaging your finish if you`re inexperienced.
A PC is a random orbit polisher - it rotates AND "oscillates" at the same time. I had a post a little while ago where some of the guys here explained the motion much better. Apparently there is little to no potential for paint damage unless you try, but more major flaws can`t be removed with a PC, only with a rotary.
