I have a zillion chips on my front bumper and need to be very sure I have all the wax out of all the teeny pits, so the touch up paint will stick..

Is it safe for example, to use rubbing alcohol? Or maybe mineral spirits? Or will just strong soapy water do it (dawn)?

Buy some Prepsol or body shop paint prep cleaner. You can get it at NAPA or any auto body supply house.

Check out Auto Color in Lawrenceville and Kennesaw. Or the "big" NAPA store on P`tree Industrial in Norcross/P`tree Corners.

Kleen Stirip had a couple of wax and tar removers that do a good job. 3M also has a low volitiliy remover called Prep Solvent 70 that produces essentially no fumes. I would wash after using however since it turned my clay bar to mush. But it did a great job removing the wax. Most of these can be obtained also at automative paint supply stores.

Denatured alcohol will strip wax; it`s inexpensive and readily available at hardware stores in the paint section.
