Sanding, then using polishing compound on wheels

My mom`s car (`99 Honda Prelude) has some marrs on the wheels from taking it through the carwash awhile back:mad: :rolleyes:. I am planning on sanding the wheels down starting with 80 grit paper, then working my way up to 2000, then using some sort of polishing compounds and polish like crazy for a couple hours. My question is this, can I paint a clearcoat over the compounds that I used to make the wheel shiny and the wheels on the car look like the one below (see how they aren`t really shiny), would doing all of this to the wheels make them mirror shiny??? Any way I could get them to look like the one`s posted below after sanding? Thanks
