Fixing blemish in clearcoat using a `wet sander`

Hi, I recently purchased a used black Jaguar XJR. After inspecting the car in greater detail, I noticed that on the front hood and trunk lid, there are several blemishes that appear to have penetrated into the clearcoat. The man I purchased the car from indicated to me, via his detailer, that these blemishes could be fixed or greatly reduced using what he called a `wet sander`.



Anyone know of what a wet sander is? I have searched the archives and the web search engines but to no avail.
