i have often though since i live in a developement community offering those who live in there with me some sort of discount for my services to get things going and after that word of mouth should take over

I don`t give neighbors discounts. I only give people discounts who deserve them. Most of the time people don`t expect a discount just because they know you. I think if you sell your services the way you normally do, then people are going to give you business no matter what kind of discount they are getting. Maybe offer them a discount for a limited time or something... Perhaps offer new move ins discounts. I wouldn`t open it up to everybody. They will spread the word based on the quality of work you do and not because of the amount that you charged them.
