Truck toneau cover

Don`t know what it is, but something like brown dust settled on the cover last week and it`s spotted even after washing. It`s vynal of course. Any ideas what I might use to try and get the brown spots off?

I was thinking maybe 4* leather cleaner, which I have, but maybe some fo you have some ideas - and maybe I`ll have it on hand.

Hey I got a question...did this happen after the snow? There was some strange brown stuff around here too:dunno

It may have been. That or rain. I`m leaning towards snow but cannot remember exactly.
