Use some 0000 steel wool to start that will lift what`s on the surface then go back over that with your polish...also use cotton with the polish

Would a good acid based wheel cleaner work? I`ve seen acid take off some nasty stuff that I never imagined would come off.

You can do that or use a little bit of Sprite (soft drink). I know that one sounds funny and it is straight out of the 60`s but the citric acid helps and as long as the steel wool is 0000# (quad ought) it won`t scratch the chrome. 000# (triple ought) doesn`t seem like it`s much different but is just course enough that it will scratch most chromes. This one won`t set you back much but it will surprise you. It works on both rust and hard water spots.

How about a Picture?

I use Cleaner wax & 0000 steel wool.

Here`s a picture of the power of cleaner wax mushed into some steel wool.
