Cut a raw potato and rub?

Works for salt.

im sorry i should have been a little more clear, so she mixed baking soda with water and sprayed and rubbed it in. now whats happening is a wet spot look with a white ring on the outside. but it isnt crusty or anything just looks like white circles

Works on leather and on fabric for salt....

Folex would be my complete and utter guess. I wont use anything but some Folex on headliners in the first place because of this reason.

Sounds like the Baking Soda is not completely rinsed out of the headliner..

Perhaps, spray the circle`s area with water, blot them carefully, and see if this helps ?

Do you have a steamer ?
Good Luck !

We had a customer do that once when trying to remove smoke smell.
We cleaned it using a tornador gun. It got dusty but cleaned up good.
