It does appear to be from some chemical etching. I would guess external.

I looked at it, but have a question or two that only the owner may be able to answer.

1. Did he purchase this new off the lot or buy it when used?

Let`s start with that, have an idea but need more info on the car.

Someone mentioned it might not be factory clear. If not it could be typical body shop paint problems

At a quick glance, almost looks like it was egged... But it`s hard to tell from the single pic posted.

@OP - you said that the spots are raised and you can feel them?

You can try claying to see if that takes those spots off!

Looks like clear-coat failure due to either the factory paint(less likely) or a re-paint. You can see the clear-coat lifting off of the color coat which also coincides with the description of a "raised" texture. I`m ruling out external damage due to the fact only the owner would know what caused that and the pattern usually looks different from external.

[cough..resisting impulse to comment on that "use Meguiar`s #3" suggestion...cough cough]

I wonder what Ron Ketcham would say...maybe it`s another of those "messed up during production" cases, where they hit it with a high speed something to remove a dust nib or somesuch flaw

I have a couple of culprits in mind, but will not go running amuck until I hear a reply back to my earlier posted question.
