Strange splatter on my paint - can`t remove

I have a 08 Vette,



Trying to get opinions on what this is, and how to remove.



I have PC XP 7424, Wolfgangs 3.0, Orange, Yellow pads.



Have used both pads, won`t remove it.



They feel smooth to the touch, like nothing is there.



Please ignore the swirl marks, they are added since I`ve been trying other methods of remove it.
