Looking at the photo-you`ll see swirls are like C-shaped. Is that from improper use of a rotary?

It looks like someone clayed the car before washing it. Ouch, looks terrible.

Claying wouldn`t leave that kind of marring unless he dried clayed.

I have seen aggressive clay (Meguiar`s Red or Clay Magic Red) leave that type of marring on softer paint. It looks really funky but cleans up fairly easily.

Yeah, aggressive use of Sonus gray clay can do that too (gee, guess how I know). Or any type of "wiping" in that pattern. One could even cause it by washing/drying in a weird motion.

A rotary *could* leave that kind of marring if it were used in some odd way, but it`d have to be some mighty strange technique and I`d lean towards blaming it on claying or by-hand wiping of some sort.
