i can take the panels off. should i sand and then paint or what.

it looks like the clearcoat is failing. If that`s they case, they need to be resprayed.

Bobby1021- If the panels are coated or othewise finished they might need refinished, or replaced. Try polishing them and see if it gets better or worse (because you take off more of the finish).
