P21S wheel cleaner left a WHITE MESS???

I tried using P21S wheel cleaner on my inner wheel wells (smooth black plastic) and I`m just noticing the mess it left now that the car is dry. It appears to be a white streaking that I can`t remove. I know that it takes a long time to rinse away the gel, but I spent about 2 minutes rinsing each well.



Any ideas what I can use to remove the white streaking? I tried Armor All natural finish detailer spray, but it doesn`t help.
