Is there a rule of thumb that certain pads get better results? If so, what is the best combination of pads to use with OC and OP?

The pads dictate the amount of cutting.

* light marring - polishing pad.
* moderate scratches/swirls -light cutting pad (like the LC Orange)
* oxidized/heavy swirls - cutting pad.

After using a cutting pad, you may need to take another pass with OP using a polish or finish pad to clean up.

What does the compound do then? I have see some folks use a white pad w/OC and some use an orange pad w/OP or OP...

The compound is really just a more powerful version of the polish, one or two abrasiveness steps up for the compound in relation to the polish should be about right.
