How do i get this crap off my paint?

I got this car and it hasn`t been waxed in years so the paint is dull but not too bad. I got a bunch of stuff to fix it up, but i can`t seem to get these small caked on dirt spots off. If i scratch it with my fingernail that seems like the only way i can get it off. Tried a claybar and that didn`t do anything either. Does anyone have any ideas? Thanks!
