Polishing w/o clear?

Hey guys, today I drove to see a red 1991 Mazda Miata that I was interested in buying... until I saw the paint that is. It looked like it needed a real good polish but while researching the car I found that there was no clear coat on the non-metallic early Miatas. My question is, can the car be polished even though it has no clear coat, or will a repaint be needed?



Also :D, I own a red 2001 Honda S2000, and I have some weird build up on both of my side view mirrors. What could it be? Any recommendations on removing it? Maybe a polish?
