Consider this standard correction process:

wash, clay

paint cleaner (KAIO, DG105, P21s, etc)

swirl removal (Menz SIP)

finishing polish (Menz 106FF)

I know the D151 can be used in both swirl removal and finishing polish steps (depending on which pad), but does it also act as a paint cleaner? If I use it, does it cover both paint cleaning and swirl removal steps in one pass?

In Meguiar’s terminology paint cleaning and swirl removing are the same step.

And as long as that cleaner leaves an LSP-ready finish (rather than leaving slight marring that would need to be removed by a finer polishing step) there is no need for another defect correcting step. You can go straight to your LSP or apply a non-cutting glaze (which Meguiar’s calls a “pure polishâ€) before your LSP.

Since D151 is an all-in-one cleaner/wax you don’t need a separate LSP either. You can leave it as-is, or top it off with your favorite LSP if you like.

So the process D151 was designed for is something like:

wash

clay

D151

That’s it, done.
