Expedition side panels, and bumpers

My 2004 expedition has had a lot of fading on the lower body panels. My truck is painted black, so it looks rediculous. What can I do to get rid of the fading for good?



Or, can I get these panels painted, to match the rest of the body. They are textured plastic, so how could this be done?
