What does it mean 4:1 mix, or whatever. does it mean 4 8oz (any oz) and then 1 8oz of water? Or other way around.

Dilution ratios are usually water: product. The product is 1 most of the time, the water part varies depending how much it should be diluted for the task at hand.
In your example, 4:1 would be 4 parts water and 1 part product. As for ounces, it would depend on the size of the container you`re mixing in.
