4 inch pads

I just received my 4 inch pads and they are actually 3.5 inch and was wondering if they are all like that. They were advertised as 4 so I thought that is what I would be getting. Its not a huge deal but it got me wondering.

Never paid attention to it though I know backing plates are always smaller than advertised by 1/4 inch to 1/2
