```lord hard vinyl lid question

I am going to be cleaning up a 96 Silverado. We used to joke around that my father in-law put more polish on it than gas in it. Now my mother in-law only uses it sparingly mainly in the winter months. The hard cover on it has faded and when it is wet it turns your hands black when you touch it. What is my best course of action to restore it?

Also the diamond plate step sides and the wheels seem to have a hard white build up on them that seems to be etching into the wheels, any ideas for cleaning them up?
