I am going to do a detail on a 68 Triumph TR250 that has the paint bubbled from rust underneath. Should I avoid these spots with the PC? Has anyone detailed a car with this problem? Any thoughts or advice would be greatly appreciated.

Avoid those spots because there is a good chance the paint could flake right off.

do not touch those spots or a few inches around them
tell the owner you will not be responsible for the spots as there is no way to tell
what is still holding the paint on

Here you can see the bubbles from the rust. The paint seems pretty hard and attached good.

that might not be rust
it almost looks like bad prep from a cheap repaint
(the same reason the paint has chiped off)
