I have a job tomorrow that involves cleaning a convertable top, black in color. I have the "Rag Top" cleaner, what should I use to scrub the top with?

Are you asking what kind of brush to use, or what? Elaborate please. If you`re asking about chemicals, well...you already have the Raggtop cleaner...might as well use it.

Interested too...
Can I use a all purpose cleaner for cleaning?
after that can I use some water based dressing? Or what?

Yes, as long as diluted properly.
Yes, although sometimes water-based dressings don`t last as long as ones like Chemical Guys Clear Liquid Extreme Shine or PB Trim Restorer.

Probably anything called a "wash brush" would be good for cleaning a convertible top.
