Looks like a repaint will take care of it to me? Did the others state their reason(s) as to why it would need to be replaced?

I fortunately haven`t had to have one of those big PU bumper covers repaired, but I`m thinking a possible reason for replacement instead of repaint is if it has scrapes in it that have to be filled, the filler won`t be flexible and will crack during flexing of the cover which would be less than enough to crack the paint.

yeah ^ what he said spoiledman. couldnt that just be sanded down though? the scratches in it arent very deep. id imagine a worthy bodyshop could take care of it

Most shops will insist on replacing the bumper.

As long as there is not breaking, or cracking, then a repaint will do the trick. Plastics, composites can be repaired even with breaks!! Shop around if you get comments such as replacing the bumper cover.

Probably a wash either way you go.

I`m sure it wont be to cheap to sand the front down, possible patching, then repaint, probably would cost as much as painting a new one.
