This is because pads approved by the German TUV safety organization are mandated to contain graphite. The lead in pencils is made of graphite it smudges easily and makes the paper dusty if you press too hard. This should give you an idea of how brake dust forms on your wheels. This dust can gradually dull the finish of your wheels. However, it does give German cars excellent stopping power. Since German wheels are so prone to brake dust, Wurth created a two part system of refinishing alloy wheels that have become dull and scratched over time.
