Can`t remove black spots from paint

I drove through a construction zone yesterday, and today when I washed my car, I noticed these black spots on the hood and front bumper. I`m not really sure what it is. They kind of look like tar. They`re black, slightly raised and I can`t get them off. I`ve tried bug & tar remover, clay, paint cleaner, etc. I can`t even use my finger nail to get them off. They are stuck on there good. Also, I do all of my detailing by hand, so I don`t have a buffer or anything like that. Any ideas on what this might be or how I might be able to get it off? It`s looking like I`ll have to take it to a professional to get them removed but would like to avoid that if possible. Any feedback would be greatly appreciated.

I had tried that as well and WD-40. No luck.

Plastic razor blades might work, followed by a swirl remover like ScratchX by hand.

If they were paving it could be "TACK" or emulsion they spray to get the asphalt to stick. Try some diesel fuel it should do the trick. Its what the paver`s use to clean there stuff...
