Soft sponge with a little APC/degreaser, then rub off with a towel worked for me.

Moisten a MF with a Woolite/water mix (6 parts water, 1 part Woolite) and wring out most of the solution so the MF is barely damp. Gently rub the stains with the MF and they should come out. Turn the folded MF often to keep using a clean area, and follow-up gently with a dry MF. You don`t want to get the headliner too wet or it may droop on you. This has worked well in the past, be patient and good luck.
Be very careful if it is a cloth headliner.These are bonded to foam
at the factory then put in vehicle with adhesive.Alot of water or
chemicals can seperate this bond and headlner will droop same
goes for to much rubbing, just be very gentle moist cloth or mf
dab on and dab off.
Be gentle. Manufacturers seem to be making the headliners poorer quality every year. I have done as Eliot Ness described and it worked well.
