As paco pointed out, it's because the Craftsman 10" orbital really only spreads products around and can't "work" the surface. Fine for waxing but can't help swirls.
When you have an R-O polisher like the PC or Cyclo you use the smaller, higher performing foam pads. Matched with great chemicals you'll get great results.
