Is a foam lance the same thing as the foam gun, only it's attached to a pressure washer instead of a garden hose?

Sorta, but the foam lance/foam cannon produces much thicker foam than what a foam gun attached to a garden hose can produce.

Look up foam cannon and there's a thread called something like foam cannon vs foam gun and he did a pretty good write up and review of the differences between the two.
