Vinyl Cutter, Clear Bra Vinyls, and Templates?

Okay, I don't know which forums would be best for this, so I figure I'll start with local folks. So I have 3 questions...

1) Which is the best vinyl cutter, how much, and where can I find/get one?
2) I was thinking 3M since I've seen it with good results. But any other sugguestions for the clear bra material to use?
3) Where I can find the templates for the cars? Is there a software with periodic update with membership/monthly/annual fees?
