Not only did I over apply it (streaking, unevenness), but I applied way too much pressure and ended up causing a bunch of fine scratches. What can strip PGP, maybe Dawn?

I would perform this task first prior to polishing out the surface marring since the application of PGP was so recent that it may gum-up your polishing pad prematurely.
PGP or any non-cleaning (abrasive containing) sealant should not mar your paint. You should check your applicator pad for defects (melted MF fibers or embedded dirt).

and I have a few pads and know how to wash them so it would not bother me if they did get gummed up
