Houseboat shine

Hello all, I am new to the site. I found this site after hours of searching the net looking to give my 2005 Houseboat 15x56' the shine and glow it had when new. Although still looking good I want to keep up on what I should have thought about 3yrs ago . When I rub the sides of cabin white comes off . at certain times of the day prior to sun hitting the side it almost seems moist when you wipe it. The fiberglass parts on 2nd level deck are also appearing oxidized and white comes off when washed and scrubbed with brush
I know I have a big job in front of me but work is slowing and it is time! I do not want to
start this project wrong / backwards My boat is similar construction to the one in previous posts Except I kept up on the decks and fabric items
Any suggestions Thank you
