What's a good lighting brand for fluorescents?

Looking for some basic easy to find recommendations...

Anyone have some insight on electronic vs. magnetic ballast? T8 vs. T12?

You'll want to go with T8 electronic as T12 magnetic are being phased out by energy saving regs. There used to be a huge price spread, but not so anymore.

If you stay with a name-brand fixture, it will usually have one of 2 or 3 major ballast brands in it. Problem is that unless you're in the electrical business, you likely won't recognize a "name-brand" fixture, but I can help you out there--PM me if you want and we can discuss it further.
