wet/dry vac question

I have a Stinger 2 gallon small vac. I use it for only picking up water. Now it says in the instructions if I use it to pick up water i have to take out the filter. I understand that. It can also be used as a blower. Now when i use it for a blower does the filter have to on or off? It didn't say anything in the instructions about taking out the filter when using it for a blower.

When I use my big Ridgid as a blower I take off the filter.
