New to detailing advice needed!

hello all i have a 94 firebird formula in the black variety. and i have some light scratches and swirls i would like to remove. now to the point i would like to buy a buffer and i have used a rotary and i really suck i would really like to get a d/a for the less chance of burning the paint(the previous owner already burned the front and rear bumpers).

any recommendations?
try to stay under $150 (looking at a pc, i need at set of pads too links please)

like i said i am a noob. so don't recommend me a non noob friendly machine(i'm not that bad but my first time, and I'll practice with free panels from my shop) .
