Newb question: Turning a rotary to DA

Feel kinda stupid asking this question but here it goes.

As I understand it DA is simply a circle turning off center. So, what would keep me from turning a rotary to a DA?

With that being said, I want to start doing some work with a machine. I want to get a rotary and make an offset plate (are these commercially avail.?) to give it the DA and then as I get more comfortable with it I'll just use it as a rotary. Is this possible?

there is one but it cost about as much as a pc

As I understand , Dynabrade makes exactley that system.
