with the p/c if you have a small panel to polish and you cant get the pad in there nice and flat can you liftup on the p/c and use the edge of the pad?? or does it have to be completly flat? all the times

You could achieve it but keep in mind working with edge of pad increases chance of messing things up exponentially.

you can use the edge of the pad...but be very careful with how much pressure you are using, where the backplate edge is (you do NOT want to hit the paint with the BP!!!), and also be aware that your pad will be damaged quickly if you do that often.
