The Makita comes with a built-in tool You depress the spindle-lock button, grap the plate, and turn said plate to remove/install. The spindle-lock eliminates the need for a wrench like the PC uses.

Dunno about the Dewalt but I'd be surprised if it needed a separate wrench.

When you buy a brand new in the box buffer, rotary or any power tool it should come with everything necessary to operate it or change pads.

The Dewalt also has a lock button for the spindle. All of the quality machines have them and some of the cheap ones too.

SVR has a little shameless behaviour in the past
I need to change my original backing plate for an LC one and tried to get the plate off by pressing that button and it's like rock, can't budge it
I lost the tool that came with it

Sounds like a trip to the repair shop might be in order. Or you could try putting some penetrating oil around the button but I dunno if you want oil around your rotary...
