Bad spots all over

Well to start off im just a novice at the detailing thing an still finding my groove...lol, anyways im detailing a friends 2002 neon, red. First of all the rear bumper was heavily oxidized and took forever to get shining again (2 coats of 3m light scratch rubbing compound, 2 coats of meguiars #83). It still needs help but i think the paint is too far gone to expect any miracles. Anyways, i am told this car never had been waxed, polished, sealed, glazed……..unless you count the local touchless car wash. I used Meg’s #83 on the rest of the car, I noticed what looked like heavy water spotting all over the car, the #83 only cleared up maybe 50% of this spotting. I thought meg’s 83 would have more then cleared these up. Any ideas or is this clear coat at the end of its road? Any tips on some products I could use to try an get rid of this?

FYI - A PC was used on all polishing betwen speeds 3 + 4, I tried with different speeds from 2-6 with none seeming to do any better then the other speeds.
