Some pads are better than others but it is how you use your pads and polish.

I can't get into a better pad because i haven't used 3m waffle pads for many years. I have been trying Classic Motoring concave pads lately with almost no splatter. My regular rotary pad is curved(SM Arnold). I might get a little splatter but it is how i use the pad.

If you use too much product you will get splatter. If you pick up product wrong you will get splatter.
Generally once the pad is primed (it is wet with product) it doesn't take much polish to continue. Pick up polish at a slight tilt at 11:00 o'clock. You will find splatter is not a problem.

I usually start on the hood because it gets me primed for the work and pressure used. I will cover the cowl or wiper area as this might get the first splatter. This takes 2 min.

Ive used flat and semi flat (small Polishing pockets). Whats really relevant is what you do after you apply product to the pads surface. I always make like a "W" on the surface with the pad and product b4 I turn the machine on.......But every now and then i get careless, and ya get in a groove, and forget...and wallah, splatter everywhere. I dont really think it would matter what pad you have, its just gonna happen if your not careful....

I've found the best way to avoid splatter is to keep the rotary on a very low rpm until the pad is properly prepped. Then use the line polish on the paint technique and you should be fine. Once the pad is prepped properly you shouldn't get any sling.

i found that thicker polishes splatter less than thin, runny polishes

In my mind, it really doesn't matter, as the area you are working should be covered/masked off anyhow. I would still use the products and the pads that I prefer........ even if some did produce more spatter. Of course, some of the splatter is caused by the user.
