The entire situation is a little bizarre to me. My first impression is that he is either trying to get your townhome by forcing you out or he is running something out of his house that he does not want anyone to know about.

I love the idea with the pesticides...that would be GREAT!
Or you could call the police every once and while and tell them you want to remain anonymous and report "suspicious activities over at your neighbors house"

The neighbour next to us was one of the retired grey haired types that prided himself on his yard, the perimeter of his backyard was surrounded by apple and cherry tree's that he'd collect and share generously with the neighbourhood. This wacko moved in on the other side of him and after several odd confrontations not so unlike yours he came home one evening to find that the neighbour has sawn off every single branch that hung over the fence. It's a deep property so we're talking maybe half a dozen mature trees.
The old guy goes out and gives him a piece of his mind and eventually a cruiser pulls up (we still don't know who called them) and they both told their story to the cop... technically the wacko was right and anything overhanging the property line he had the right to cut off. The old guy goes stomping off in a huff (this is the point where I saw the rest) into his backyard to survey the damage. I went out front out of curiousity and the wacko was thanking the cop for backing him up, with that we hear a chainsaw fire up run for a few seconds and shut off. The cop and wacko walk into his backyard and I into Mr.Newtons... He'd cut off the top 3/5's of the neighbours wood ladder that was resting up against the fence.
I get a chuckle out of it every time I think about it.
The wacko resold the house at a loss not too long after and we got another great addition to the community; the old guy sold his house 5 years later and retired (for good) to a big place up north. I heard it burnt down in a storm and that he took the insurance money and moved to Florida.
Oh, just to top it off; one time he was showing me a samuri sword he picked up on a recent trip to Japan... in a fit of lunacy he jumped up onto his couch and swung it in an arc, severing the light cord of the fixture hanging over the coffee table.
Hmm, trip down memory lane.

The guy that moved in yelled at me once when I was in grade school for walking across his yard to the bus stop because I was leaving footprints in the dew. He pulled a neighbor kid out of a tree that he said was his only to find out that it was about 6 feet out of his yard when he got it surveyed for a fence.
This guy kept his yard spotless. Mowed every few days (but not in a good way, always the same direction and his grass never really looked that great). No flowers. No trees. He'd even tour the yard when he got home to pick up twigs.
Anyway, the guy ended up dieing in his forties of a heart-attack. That doesn't really help you, but I swear this guy got what was coming to him for treating everyone else like crap. | |

All the games discussed here would be fun, but only make the situation worst. You can't reason with unreasonable people  In your settlement package you should have a lot plan, verify the property line to ensure this guy is right. I would then mark the line, and get the guy's agreement. At that point, I would plant a very nice two foot flower bed the length of the property line so there is no further debate and let it go. | |

Who knows what he might do next? I would just keep to my side of the property, maybe put up a fence so that you don't have to worry about accidentally going onto his property.
Again, I really do feel bad for you, but I'm worried that if you try doing these blatant acts to annoy him, the whole thing will just get worse than it already is. Good luck... | |
