Oh wait - just figured it out! The pros could get this, spray it on people's cars & then offer their services! A buddy of mine caught the local window washer (who has some mental issues) doing this a few weeks ago - throwing dirty water on a business window in the middle of the night and then offereing to clean them the next day.

I think they pretty well give it away on their webpage when they say it's NOT to be used to obscure license plates for traffic cameras.
