I am pretty sure that guy did that as a joke...I would hope. One of the local shops in my area , an import tuner shop, bolted an old ironing board to the back of one of their crap cars as a joke.

Worst Ricer ever-with hideous pics!
I'd rate that term as the "Worst expression ever", especially in this case, as NOBODY in Japan would EVER do that to their car, never mind drive it.
