Looks like his buffer rubbed all over the bumpers. I think I see buffer trails in one of the pictures. Get some APC and scrub it with a toothbrush.

Thank you guys.. I just received a new information regarding the chemicals. I'm gonna try it tomorrow morning. A person told me from forums.e60.net that he took it off with a Dishsoap such as Palmolive or Dawny. I'll get back to you if this is working. If this does not work I am gonna use APC or peanut butter.

I had a 2009 Wrangler with similar type plastic black bumpers. It developed white spotting somewhat similar to your problem. I used Mother's "back to black", and it solved issue. I found it at walmart, it comes in a small red bottle about 8" tall.

Hate to break it to you but no it didn't solve the issue.. It covered the issue up. Once it wears off you'll be right back to the spotty mess you started with.

If these marks are truly wax residue, I have had excellant results with Mr. Clean Magic Eraser. Don't buy the 'automotive' formula. It's no different than the regular with a jacked up price.
