I thought the same thing when I got it, if you look at the package pic on AG's website, they take the pic with the package flat, so the orange powder disperses flat across the package. You can see that, when the package is vertical, it's exactly a measuring cup worth of product, or 8oz (so yep, it's new, unused, and you only need like a 1/4 oz an ounce to wash pads, mitts, etc, so it'll last a while). Hope that answers your question.
