asphalt drive way rising where it meets the concrete.

this is the 1st winter i have spent in our new home, from all the cold and rain and melting snow i believe it has made our asphalt driveway rise up about 1-2" where it meets the concrete of the garage floor. i asked my father about this and he said that the builders did not put in proper drainage for water underneath the asphalt. my question is will the drive way go back down? will it get all broken up? right now its like having a speed bump going in and out of my garage.

It should go back down when it thaws. It might crack but the only way to tell is to wait and see. Water is always going to get under the concrete / asphalt. Nothing you can do about that really, unless you want to add some sort of edge drain but that is a little excessive for a driveway.

LouisanaJeeper is an unknown quantity at this point
I don't think the driveway was made thick enough. It's called frost heave, basically the ground water freezes (expands) and pushes up the stuff ontop of the ground (your driveway) there is nothing you can really do about it.
