In Japan the streetlights are powerful enough that you don't need to use low beams in the city so car companies started putting in CityLights that simulate a headlight, but do not provide any usable light (so it doesn't blind others in the city).

City Lights are completely pointless here in the US. At night, you NEED to use your low beams because the street lights are not powerful enough...

Exactly. It is a big Euro thing too. I have them on my car...but that is due to me having European lighting on the car. I have them wired in with my parking lights and run them at dawn/dusk or cloudy days.....

It is definetly a euro thing. Here is a fuzzy pic of a G500 with only it's city lights and fog lights on. These are standard from the factory for all G500's including US spec. I think they leave them on the US cars due to the low volume imported.

I guess you can run in your lows when you lows are on or on your highs when your brights are on.

it was my understanding that these are secondary bulbs that you put in your housings?

On many cars all the lights aren't on all the time, allowing for you to put "extra" bulbs in the light housings that are not in use if whichever ones are off hi's or low's are on.

Yes, city lights are secondary bulbs, generally placed at the bottom of the reflector. Usually tiny 5W bulbs...at least that is what my Jetta/Vento lights have. Most cars, our VW's for instance, are not activated usually. At least the GTI's and Jettas I can vouch for.
